1. Age Discrimination and It's Implication in Human Resource Development in Nigeria

1Oluka, N. Lucas., 2Efeosa-Temple, C. Gladness., 3Ugboma-Uti, U Anthonia & 4Okotie, A. Joshua

ABSTRACT:This study unveils the benefits of the recent moves by Nigeria’s National Assembly to extend the age limit for job seekers, and the 15 July 2020 directive of the Senate through its resolution to President Muhammadu Buhari and through the Federal Ministry of Labour and Employment, FMLE to constitute a committee to review the age limit for job seekers which has become necessary because of the high rate of unemployment and crimes in the country. To achieve the objectives of this study which are: to identify the consequences of age discrimination on human resource development; the benefits of the recent moves by the two chambers of the National Assembly (the Senate and House of Representatives) to increase the age limit for job seekers in federal and state ministries, department, agencies, MDAs; and to proffer policy options that are likely to benefit job seekers and the government respectively, the qualitative research design was employed. The study, thus, made useful recommendations that would ensure that the May 15, 2019 bill often known as, “An Act to Prohibit Discrimination against Job Seekers in Federal Civil Service (eradication) and Allied Matters Act”; and the resolution of the Senate directing the Presidency to constitute a committee to review age limit for job seekers in the country succeeds.

2. STRATEGY FORMATION AND FIRM PERFORMANCE OF EXPORTING SMALL AND MEDIUM ENTERPRISES (SMEs) IN THE PHILIPPINES

Prof. Juan M. Reyes, DBA

ABSTRACT:The growing awareness of the pivotal role of SMEs in global economic growth has challenged scholars and researchers on how to improve the performance of the SMEs. The SME sector is increasingly being recognized as a major source of employment, revenue generation, innovation, and technological advancement, in both developed and developing economies. (UNCTAD, 2000). While most researchers and writers recognize the role of the government’s policy-support programs to the continued growth of the SMEs, they are one in asserting the crucial role of the managerial capabilities of the SMEs in driving their survival and growth. These managerial capabilities include, among other things, their ability to scan the environment, analyze the environmental opportunities and threats, and formulate strategies to shape their organizational performance, which are components of strategic management (Habito, 2017). To address these gaps in the study of SME strategy formation, this paper presents a comprehensive discussion of the origins and dimensions of strategy, the process of strategy formation in SMEs, and its impact on firm performance. This paper attempts to contribute to the knowledge of the process of strategy formation of SMEs and its impact on firm performance, particularly within the context of an emerging economy like the Philippines.

3. INDONESIAN POLITICAL ECONOMY OF DEVELOPMENT AND LESSONS FOR NIGERIA.

1. SUSAN DOOFAN ALBERT-MAKYUR (PhD Candidate), 2. PROF. SADEEQUE ABUBAKAR ABBA

ABSTRACT:The growth of any country is measured by the vibrant nature of its political economy. Indonesia is known to be among the largest and fastest growing economy in the world, both in economics, natural resources, geography, and demography. Indonesia has lived in different scenarios since its independence in 1949. From an authoritarian regime to its present state of free market and democratic system. Based on these variables, this paper examines, in brief, the most significant stages of the country’s post-colonial development, taking into cognisance the major events that transformed the economy of Indonesia, to comprehending the strength and weaknesses that led to its growth. Using the Economic Nationalism theory that, a country protects its own economy by reducing the number of imports and investments from other countries, the paper reveals that Indonesia have used her political and economic resources/initiatives to achieve development. Through secondary data such as journals, books and the internet, the paper will analyse Indonesia’s post-colonial challenges, such as the Asian financial crisis, and the Covid-19 pandemic. It will conclude on how Indonesia managed its political and economic crisis to attain tremendous growth and recommend that Nigeria should use her political and natural economic resources to modernize and pull her citizens out of poverty and reposition as a political and economical giant within Africa and the globe.

4. A Critical Analysis of the Guarantee Mechanism of the United Kingdom and Australian Health Sector on Open Data

Daka Steven and Prof. Gao Tianpeng

ABSTRACT:The Government is a custodian of large amounts of data, thus opening government data has various important benefits such as: ensuring there is efficiency and effectiveness in the public sector, innovation in service delivery, participatory governance, accountability and transparency. In particular, health open data benefits expand beyond the aforementioned significance's. It is critical in strengthening healthcare systems by connecting patients to providers, and providing essential data for health research. That being the case, there has been a considerable body of research bordering on open data organisational readiness, implementation and maturity models to mention but a few. The 2014 and 2018 works by the World Wide Web Foundation and the New York University Government Governance Lab results in an open data common framework which highlights the three components that will help the success of public management in implementing open health data. The framework underpins that; Management, Legal and Leadership factors are paramount to the effective implementation of open health data. However, there is a paucity of research conducted to examine the concrete examples in two similar political entities to see the real state in the three fields above, for guaranteeing the open data implementation in the health sector. Considering the gap in theoretical and practical knowledge of open health data guarantee mechanism, this study examines the United Kingdom and Australia, top ranked countries in open data implementation, and try to build a common knowledge framework for implementing open health data successfully. The 2014 and 2018 common framework is abstract and lacks the detailed practical success factors. Based on literature analysis, the study first analyses the open data common framework to examine the real state in the three fields, namely, Management, Legal and Leadership aspects for the guarantee of open data implementation in health sector. Thereafter, the induction approach is utilized to explore the two cases and sum up the detailed knowledge to show the common practical knowledge and measures to shape an overall open data Guarantee Mechanism. For both academics and practitioners, this thesis provides a practical and detailed common framework to implement open data. The common knowledge framework proposed in this thesis emerged from a comparative analysis of the practical evidence from the two high ranked countries in open health data implementation. Additionally, there is no common framework that has been suggested so far that is grounded by empirical research; this is one of the cornerstone achievement of this study. The deductive analysis of the qualitative data revealed the similarities between the two countries.

Opeyemi Jonathan ADEKOYA; Adeyemi A. AYANWOLE & Patrick A. ADEYEMI & Murainah Tunji IBRAHIM

ABSTRACT:This study examined the effect of Learning Environment on the performance of Students in Business Studies in Junior Secondary Schools in Ogun State. Three research questions were formulated. Population for the study comprised twenty five thousand three hundred (25, 300) JSS students from three hundred and eighty seven (387) public secondary schools in Ogun State. Purposive sampling techniques were used to select two renovated and two dilapidated schools. Thereafter, two large sized classes of JSS III were selected from two of the schools. Another two small sized classes were selected from the other two schools, giving a total of 4 intact classes and students from these classes formed the sample size of 200 for this study. Quasi-experimental research design involving pre-test, post-test and non-equivalent design group was used for the study. The research instrument used for data collection was Business Studies Achievement Test (BSAT) that contained 20 items and was adopted from Junior Secondary School Certificate Examination (JSSCE) conducted in Ogun State between 2008 and 2012. Independent t-test was used to test the hypotheses at 0.05 level of significance, while mean and standard deviation were used to analyze the research questions. Finding from the study showed that all hypotheses were rejected. The findings revealed that there was a significant difference in the performances of the two groups (Experimental and Control). This revealed that a classroom building; class with adequate furniture; and the use of instructional materials were found to have positive effect on the performances of students in Junior Secondary Schools in Ogun State. Based on the findings of the study, the researcher concludes that conducive learning environment is very essential for effective teaching and learning; stakeholders should make concerted efforts to build more classrooms in secondary schools that would help to reduce problem of overcrowding; that adequate furniture should be provided and students should be oriented on how to maintain these facilities.

8. Organisational Culture as Mediator for Transformational Leadershipin Promoting Sustainability Among the Listed Property Development Companies in Malaysia

Norhani Bakri and Salasiah Abbas

ABSTRACT:Sustainability is considered as a significant element for property development. However, implementing sustainability effort and achieving sustainability goals are real challenge debated since three decades ago. According to the United Nations General Assembly Brundtland Report, protecting the environment and the society in the midst of human seeking economic growth is at times taken for granted. The motivation behind this study is to seek deeper understanding of the role of transformational leadership in promoting sustainability among property development companies in Malaysia by determining the relationship between transformational leadership and sustainability through the mediating role of organisational culture that would lead to sustainability in terms of environmental, economy and social. This study employed a purposive sampling method with data collected from top management from a total population of 100 listed property development companies in Bursa Malaysia. Multivariate data normality tests, descriptive statistics, and structural equation modelling through SmartPLS were used for data analysis. Construct validity and reliability tests were performed to ensure the usability of the constructs studied. The findings of this study revealed a positive and significant relationship between transformational leadership and sustainability. Also, the study found significant positive relationship between transformational leadership and organisational culture namely bureaucratic culture, innovative culture and supportive culture. However, the results established insignificant relationship between organisational culture and sustainability. The findings proved that bureaucratic organisational culture mediated the relationship between transformational leadership and sustainability, while innovative culture and supportive culture did not. This result confirmed that the property development company that practices leadership transformation at top management level will promote sustainability with the mediating role of bureaucratic culture. Therefore, this study recommended organisations to invest in transformational leadership trainings to support the leadership behaviours through bureaucratic culture toward sachieving sustainability.

9. Sustainability thoughts 119: How can the 2012 green cold war be stated graphically in terms of sustainability gaps? What are the implications of this in terms of the only possible science based resolution to the green cold war?

Lucio Muñoz*

ABSTRACT:The coming of the modern environmental movement in the 1960s with publications like silent spring and with the 1970s creation of green peace planted once and for all the seed of the green cold war, a clash between economic interests and environmental interests. Environmental concerns reached a peak in importance in 1987 when the Brundtland commission made it clear that business as traditionally done had to change in order to address current environmental problems directly through sustainable development means. The idea of win-win economy-environment coalitions came forward and widely accepted by governments and international institutions setting the stage for the Rio conference process to begin in 1992 with the first earth summit, and which culminated in the 2012 Rio + 20 conference, where this green cold war was going to be settled. When one component dominance paradigms are in conflict, whether under win-win situations or under no win-win conditions, in the end when the cold war is settled they shift to a higher level paradigm, and in the case of the perfect traditional market and the perfect environmental market in conflict the higher level perfect market to shift to is the perfect green market. And the link between each lower level perfect market and the higher level perfect market are their respective sustainability gaps, and these links indicate the nature of possible paradigms mergers and possible paradigm death and shifts that can lead to green markets. Hence, there is a need to understand the nature of the sustainability gaps that make up the green cold war in order to be able to appreciate different possible green cold war resolutions routes. And this leads to relevant questions such as how can the 2012 green cold war be stated graphically in terms of sustainability gaps? What are the implications of this in terms of possible science based resolution routes to the green cold war? The main goal of this paper is to provide an answer to these questions using qualitative comparative means.

14. ORGANIZATIONAL CLIMATE, ORGANIZATIONAL LEARNING AND RESEARCH SELF–EFFICACY OF FACULTY MEMBERS

SHERYL H. RAMIREZ, RN., MAN., LPT., Ph. D.

ABSTRACT:The study examined the role of Organizational Climate (OC) and Organizational Learning (OL) as predictors to Research Self – Efficacy (RSE) among university professors. It also explored the impact of socio– demographic variables to Research Self – Efficacy (RSE). The study utilized a researcher–made questionnaires adapted from previous studies supported by psychometric soundness and further confirmed by validity and reliability tests determined through Cronbach alpha with a composite alpha value of 0.97 respectively. Quantitative methodology was employed with statistical population of ninety-five (95) professors from a local university in Manila recruited through total enumeration. Analyses of data were accomplished through descriptive statistics, ANOVA and multiple regressions. The findings indicated that there is a meaningful correlation among the three variables namely, organizational climate (OC), organizational learning (OL) and research self – efficacy (RSE). However, only organizational learning (OL) construct singly predicted research self – efficacy (RSE) whereas organizational climate did not. Further results showed no significant difference between RSE scores and socio –demographic variables of the respondents. The study suggests that future research takes strides towards understanding RSE by exploring further the many features of organization learning as well as the roles of other mediating variables. Research Self – Efficacy (RSE) would be greatly enhanced through skills enhancement programs in different platforms such as developmental activities, trainings and formal education. This study contributes to educational research by highlighting organizational learning as predictor of teacher research self-efficacy (RSE). Faculty development programs crafted include KOCI, LEAP and SET DATE. Educational policy implications include the need to strengthen faculty development programs, improving research self – efficacy and productivity, as well as tailoring policies related to research incentive system towards a stronger research culture in the university.

15. ASSESSMENT OF HUMAN CAPITAL MANAGEMENT (HCM) IMPLEMENTATION AND ITS EFFECT ON INNOVATION

Dematria Pringgabayu1 , Gugum Gumilang Wirakanda2 and Fotuho Waruwu3

ABSTRACT:The financial crisis in 1998 requires the state to stop its funding to PT DI. Lack of funds forced PT DI to cut its employees in large numbers in order to sustain the company survival with business turbulence encountered. This massive layoff was followed by experts skill left the company. This condition raises some problems for companies which are lack of expertise, employees age gap and based on previous research there is still a lack of trust in leaders. Improvement of Human Capital Management (HCM) is required considering problems faced is about human resource management, and must be conducted effectively and accurately targeted because of PT DI limited funds. HCM framework used in this study is framework developed by Laurie Bassi and Daniel Mc Murrer (2007) which states there are five drive (driver) HCM which are leadership, engagement, knowledge accessibility, workforce optimization dan learning capacity. Assessment of HCM implementation in PT DI using questionnaire tool shows that implementation of HCM in PT DI is still at low level and the driver with the lowest score is Engagement. Innovation used as the expected result because PT DI as aircraft manufacturing company is intense company with innovation. HCM correlation analysis with company innovation capability is conducted by Partial Least Square (PLS) using software smart PLS 2.0. PLS analysis generates that Engagement is the driver with the highest correlation to innovation. The series result of research steps indicate that the Engagement is the driver with the highest correlation to the level of innovation as well has the lowest value of implementation level, so that the increase in HCM should be concentrated on the driver Engagement. In this study, the researcher recommends enhancement Engagement with conduct performance management.

1.Beatrice Atieno Odima, 2.Wilson A.P. Otengah (P.hd), 3.Michael Ntabo Mabururu (P.hd)

ABSTRACT:Girl-child defilement is a specific form of child sex abuse occurring in many communities around the world. Girls are vulnerable defilement because of their inability to physically resist the male perpetrators and to make decisions which relate to sex. The study was guided by the Feminist Theory of Criminology and the Integrated Theory of Sexual offences. Heads of households with girls below the age of eighteen were targeted for the study, and the sample size was 245 households. Data was collected by the use of questionnaires, interview schedules and focused group discussions. Quantitative data was statistically analyzed using Statistical Package for Social Science (SPSS) v.19, and was presented using bar graphs, pie charts and tables. This study found that the customary practice of physical sexual maturity as an indicator of readiness for marriage was not supported by 85.46% of respondents and 89.87% stated that the age at first sexual intercourse should be above eighteen years. The value of virginity and the practice of early marriage was not supported by 89.87% and 81.94% of respondents respectively. 92.07% of respondents did not support beliefs regarding male sexuality as having influence on girlchild defilement. The chi-square test revealed a significant association between the level of education and awareness of girl-child defilement and the Cramer’s V test indicated a moderately strong association. The test also found a significant relationship between the area of residence and awareness of girl-child defilement, though the Cramer’s V test indicated a weak association. This paper concludes that girl-child defilement is not determined by culture. Based on the findings of this study the Ministry of Labor and Social Protection should review existing policies on the socio-economic development of rural households. The Ministry of Education should develop policies to continuously sensitize communities on girl-child defilement.

21. STRATEGIC PROPOSAL FOR BEST PRACTICES OF SCHOOL MANAGEMENT

Sheryl F. Abuid, Ma.Ed and Benedict DC. David, KCR, Ph.D, DHC, CA

ABSTRACT:Concern for quality improvement has brought into focus the importance of effective school management in general and the role of the school principal as a school manager, in particular. Consequently, the school management framework in many countries is undergoing significant transformation with direct implications for school management processes, community school linkages, and the role of the head teacher as well as external support and accountability mechanisms. While some measures to improve school management could be initiated through system-wide reforms, several others require a focus on the school site. Though the nature of changes will vary among different countries, the move to redefine the roles of different stakeholders in the management of schools is easily discernible both in developed as well as developing countries. In the last two decades, more interest has been focused on school effectiveness and successful schools. Even though much is known about the major characteristics of successful schools, there is much less clarity about what school leaders or managers do to achieve success. In other words, there is a limited understanding about dynamics of the process and ways and means adopted in managing successful schools.
